No one should engage in activities such as collecting people, arms and materials, building military or paramilitary organizations with arms, with the intention of disrupting the independence, sovereignty, geographical or territorial integrity or national unity of Nepal.
(2) No one shall conspire or cause any kind of conspiracy with any foreign state, government or organized power to disturb the independence, sovereignty, geographical or territorial integrity or national unity of Nepal.
(3) No person shall encourage the commission of an offense under sub-section (1) or (2).
(4) Any person who causes hatred, malice or contempt on the basis of class, ethnic, religious, regional, communal and any other such as may disturb Nepal's sovereignty, geographical or territorial integrity, nationality or national unity, Nepal's independence, self-respect or good relations between federal units. Do not take action or cause to do so or do business to do so or encourage or conspire to do such work or disrupt or cause to disturb the harmony between different castes, castes or sects.
(5) A person who commits or causes an offense under this section shall be punished as follows:-
(a) Imprisonment for life in case of offense under sub-section (1) or (2). (b) Imprisonment up to ten years and fine up to one lakh rupees for an offense under sub-section (3),
(c) Imprisonment up to five years and fine up to fifty thousand rupees in case of offense under sub-section (4).
